HVRP is federally funded by the Department of Labor to provide case management services relating to job readiness and employment services while having housing security issues. HVRP allows for at-risk and Homeless Veterans to apply for assistance through the HVRP case manager.
HVRP grantees accomplish these objectives through a variety of core services:
- Knowledge of Population: understand the unique needs of the veterans they serve and structure to meet those needs. This is accomplished through Military culture training for staff members and community partners.
- Outreach - use a flexible, non-threatening approach to meet veterans where they are. Outreach also includes activities to engage partners and employers. Our Outreach Consists of two states and five counties. Our team engages VSO, Community providers, VA hospitals, State employment Agencies, shelter systems, and transitional housing in Massachusetts and Southern New Hampshire.
- Assessment/Intake: assess each veteran to determine program eligibility and to gauge job readiness and willingness to engage in employment services.
- Case Management: use a veteran-centered approach to develop an Individual Employment Plan (IEP) based on an individual's strengths and preferences while addressing barriers such as housing stability, mental health issues, and substance use.
- Job-driven Training and Placement: provide training that is targeted to the specific industries, occupations, and skills that are in demand locally. Training services can be provided in-house, through partners in the community, or through the local American Job Center.
- Collaboration: collaborate with public and private partners at all levels (federal, state, and local) to provide supportive services and access to housing.

We offer:

Care Coordination services
Peer support services
VA benefits assistance for eligible individuals and their families

In our Transitional Housing for Veterans, veterans and their families live in private apartments in one of our three apartment complexes located in Nashua and Manchester, NH.
While living in Transitional Housing, veterans pursue employment, further their education, or expand their skills by volunteering within the community. They work with closely with both a case manager and, as needed, an employment specialist to permanently escape homelessness. Through our integrated services, as well as community partners, they also access health care, transportation, and meaningful income. This program is sponsored through a US Department of Veteran Affairs grant.
By the end of their stay, veterans have the income and healthcare they need to live independently, with pride and dignity.

Harbor Homes currently operates three transitional housing facilities throughout NH.
--Buckingham Place is a 20-unit one and two bedroom apartment complex at 46 Spring Street in Nashua. The facility provides handicapped accessible apartments as well as common areas and a large community room. Named “Buckingham Place” after Byron Buckingham, a local veteran advocate, the facility was the first of its kind in the nation to house male and female veterans as well as their families.
--Dalianis House is a 40-unit apartment complex located at 59 Factory Street in Nashua. In 2010, Harbor Care spearheaded a massive renovation of the property (once a furniture outlet), and now serves male veterans in one bedroom and single room occupancy apartments.
--BAE Systems Independence Hall is a 26-unit one and two bedroom apartment complex for male and female veterans and their families, located at 335 Somerville Street in Manchester. Six of the apartments house veteran households permanently in supportive housing.

It offers 25 one-bedroom apartments dedicated to veterans experiencing homelessness, through partnership with both the White River Junction Veteran Affair Medical Center and the US Department of Housing and Urban Development's Veteran Supportive Housing vouchers (HUD-VASH Program). The facility also offers five two-bedroom affordable (not subsidized) two-bedroom apartments. Check for current openings or contact us for more information and to see if you qualify.

A 27,000 square foot, 2-story, handicapped accessible/adaptable building, Boulder Point Veteran Housing is located on a picturesque 11-acre property. It features plenty of parking and outdoor space, as well as a large community room, a library/ game room, in-unit washer and dryers, and several private offices for residents to receive case management and supportive services.
The program provides mentoring, case management, and supportive services for residents who choose to participate.
