In NH Family Centered Early Supports and Services (FCESS) are delivered by contractual agreements between Bureau of Developmental Services and designated non-profit and specialized service agencies located throughout the state. Anyone who is concerned about an infant or toddler's development, including a parent, may make a referral to FCESS.
The program is designed for children birth through age two who have a diagnosed, established condition that has a high probability of resulting in delay, are experiencing developmental delays, or are at risk for substantial developmental delays if supports and services are not provided.

Family Centered Early Supports and Services (FCESS) is a Federal and State mandated program that provides developmental therapeutic early intervention services to infants and toddlers (birth to age three) who have an established medical/genetic condition, 33% developmental delay and/or who are at-risk of developing a substantial developmental delay. Services are typically provided in the home (however can be provided in other natural settings as requested by family) and in a transdisciplinary fashion.
A team of early childhood professionals including licensed educators, occupational therapists, physical therapists, speech language pathologists, and other specialized consultants work in conjunction with the eligible child and family to help the child develop skills to his/her full potential as well as provide the family with strategies to directly support and reinforce their child’s development.
