The Client Assistance Program (CAP) is a federally funded program providing information, guidance, and support to individuals receiving services from Vocational Rehabilitation (VR) or Centers for Independent Living (CIL) or individuals with concerns relative to Title 1 –Employment- of the Americans with Disabilities (ADA) act.

Advocates help persons with disabilities obtain Social Security, SSI, and APTD benefits and access to health care through Medicare and Medicaid. The Project also works for improvements in the APTD/Medicaid system. Advocates assist individuals and families with eligibility issues for unemployment compensation, state assistance programs such as food stamps, Medicaid and cash benefits for families, and municipal welfare programs.

Helps disabled veterans and their families in obtaining VA and other benefits and services. Employment programs and transition services also available.

Works to resolve issues and complaints regarding: Medicaid services including HCBC home health agencies; Cash assistance services; Services to persons with developmental disabilities; Mental illnesses and substance abuse problems; Regulatory problems; Services for children, youth and families; Juvenile justice services; Administrative decisions; Employee concerns; Civil rights; and Any other services provided by DHHS or its contractors

Provides casework, support and guidance throughout the process of becoming a United States citizen - from immigration to naturalization. Many served would suffer extreme hardship should they be deported back to their countries of origin. Others have fled persecution due to race, religion, nationality, political opinion, or membership in a social group.

Provides court advocacy, support and court accompaniment for victims of domestic violence, sexual assault, or stalking who are applying for restraining/protective orders, or who are witness or defendants in criminal cases. Advocates provide emotional support and information for survivors of domestic and sexual violence and stalking through our 24-hour support line. An advocate is also available in person at the office. Advocates can meet survivors at the hospital, police department, or court as well.

County Navigators provide comprehensive case management and the following services: - Assist clients in identifying and organizing their support systems in the community. - Support client in the development of long term service relationships - Educate clients on how and when to ask for assistance - Connect clients with local resources and provide navigation through application process(s) Families in need of support(s), elderly in need of support(s), those unhoused or at risk of homelessness, victims of trauma or abuse, those with developmental disabilities, those in need of services related to substance use disorder.

The Justice in Aging Project assists older adults age 60 and older with civil legal problems including debt collection, financial exploitation, health care, public and private housing, family problems, food stamps, public assistance benefits, utility shut-off, and nursing facility/assisted living problems. They have the capacity to serve older adults who are housebound, isolated or institutionalized.

The Educational Surrogate Parent Program provides educationally disabled children, throughout the state, who need special education and their parent(s) or guardian is unknown or unavailable, or after reasonable efforts cannot be located or the child is in custody or guardianship of the state, with an educational surrogate parent to act as the child’s educational decision-maker in the special education process.
