The Youth Law Project (YLP) works with children and teenagers who are facing delinquency or CHINS petitions, as well as those who are at-risk of having such petitions filed against them. The YLP seeks to get these young people the educational, health, mental health, and other services necessary to stay in their homes and communities and out of the juvenile justice system. The type of work the YLP does includes representation at school disciplinary hearings and special education meetings and proceedings. The YLP does not provide representation in delinquency or CHINS cases, but works closely with the public defenders and court-appointed counsel who do to determine how best to meet the youth’s needs.
The Youth Law Project handles the following types of cases:
Special education advocacy and representation at educational legal proceedings for children in the juvenile justice system and at risk of court involvement.
Representation at long term suspension and expulsion hearings.
Representation at other legal proceedings that may affect a youth's right to attend school.

Birchtree’s year-round special education day school in Portsmouth offers individualized instruction for students with autism in grades pre-K through 12. Birchtree’s Board Certified Behavior Analysts (BCBAs), Special Educators, Speech-Language Pathologists, and Occupational Therapists develop student programs using the principles of applied behavior analysis (ABA). Direct support staff, including Registered Behavior Technicians (RBTs), are highly trained in ABA and closely supervised by BCBAs while delivering individualized instruction.

A voluntary program that assists eligible young adults formerly in DCYF out of home care in their pursuit of education, employment, housing and well-being goals. Aftercare Services, including limited financial assistance and the support of a DCYF Worker are available to eligible young adults who have left DCYF out of home care.
Youth receiving Aftercare Services are eligible for one or both of two federal funds based on their exit status, availability, and personal needs. Education and Training Voucher (ETV) and Chafee funds are designed to compliment the youth’s efforts to achieve self-sufficiency.

Funds may be for many purposes including: costs of medical, vision or therapy treatments not covered by insurance or other programs; special equipment, services or supplies; modifications to living area, workplace or vehicle; respite services and recreational activities including summer camp; vocational, educational or driver training.
Trustees meet quarterly on the second Tuesdays in Jan., April, Oct., July. Stated deadlines are firm.
