Eligibility
Only the owner of the property may apply.
All tenants and/or owner occupied units must meet income requirements (gross income for all persons 18 and over must be 80% or less of the household median income for the county based on number of unit occupants).
The property must have been built prior to 1978.
Buildings must be residential rentals, either owner-occupied or tenant-occupied, and can be multi-family or single family housing. Commercial spaces or zero-bedroom units are not permitted.
Owner-occupied units must have a child under 6 years of age in residence.

Fees
Owner match requirement of a minimum 10% of the cost of the project. As a component of the Federal grant programs owners can apply for 0% non-interest bearing loans to cover this requirement. Please note that owners often need to provide more than 10% required match. Please call the Lead Hazard Control program in your area for eligibility requirements.

New Hampshire Housing administers a federal grant and a 0% interest, deferred payment State Loan program for the abatement of lead paint hazards from the state's pre 1978 single family homes and rental apartments where a child under the age of 6 or pregnant women resides and vacant units. Single family home owners and land lords can apply.
The State Loan program can also be used for licensed child care facilities built prior to 1978. Both programs are income based and the tenants must income qualify as well as owners of owner occupied units. The 2 funding sources can be combined to reduce up front out of pocket costs or owners match requirements.
